There's a Harry Turtledove series with a premise a bit like this called "World War". They're actually pretty good books.

why do the lizards have an ak-47 a FAL and a grease gun? That is pretty funny. Did they get human weapons form the future and bring them back and just one of them has a grease gun form the Americans? Not a criticism on the art at all, I just found it funny. This is the only one of these I have seen so is there something I missed story wise?

Humanity is conquered by the Legion and is integrated into the Matriarchy AKA the Empire. By 2021, Earth has not only become a major research hub of the Legion but Humanity has more or less become the Leaders of the Matriarchy in everyway but name.
