Witches have been in Silver Creek almost since the town's founding. Drawn by the power of the locale and the activity of the resident spirits, many Covens have come and gone over the years. The current Coven, led by Agnes Waterhouse, is recently ascendant in the town's magical politics. Under her mother’s leadership, the Coven had declined alongside the other magical factions in the town, as violence and internecine conflict ground each down in turn. After the Witch-Hunter Grigori enforced an armistice on the Coven and every other local player, Agnes’ mother was able to begin the Coven’s road to recovery in the uneasy peace that followed. Once Agnes assumed the leadership, her skillful maneuvering and vision managed to put the Coven on top in the local power struggles while allowing them to make gains towards their ultimate goals. She is currently stymied, however, by the relatively recent arrival of a troublesome shaman and her pet ember wolf, and their establishment of a territory directly between the town - the Coven's territory - and the magically active Deep Woods to the east. Agnes and her mom both share a mean, petty streak, though Agnes has kept it from affecting her leadership too much. So far, at least.
Nimue "Ni" Waterhouse, her daughter, was conceived as part of a union with a summoned fae. Though Agnes had intended to barter with him for power for herself, the fae instead provided her with a powerful child through which he could have more direct influence in the mortal world. A magical prodigy with supernatural backing, Ni has the promise of being the most powerful witch that the town has seen in generations... if she were actually motivated that way. Her magical studies are usually directed toward whatever she thinks is most interesting or most convenient; anything her mom wants her to learn is usually approached with considerable grumbling and dragging of feet.
Merle and Lynn Finnabair, two arctic fox sisters, have both been part of the Coven since they were children. Their mother, Gwen, was second-in-command of the Coven during Agnes' mother's tenure, and the Finnabair sisters have followed in step by forming the core of support for Agnes as leader. While Agnes' mother has since passed, Gwen retired from active participation in the Coven after helping to install Agnes as her mother’s successor. Merle and Lynn are ready to back Agnes in all decisions and guard her from all threats - unless Agnes does something to unreasonably endanger the Coven as a whole.
Victoria Hawthorne is the newest member of the Coven. A native of Salem, Oregon, she spent her middle and high school years practicing the distorted, pop-culture version of wicca with her friends that is popular among teenage girls - until she got her hands on a real spellbook and found that she actually had talent. Her fumbling, misguided, often grossly incorrect, and unfailingly stubborn attempts at spellwork irritated the spirits she dealt with, to the point that several other Practitioners in Salem sought her out and strongly recommended she go somewhere else for instruction. At minimum, it would get her out of town for a while and let the background activity in Salem calm down. In any other circumstance, her talent and progress would be seen as exceptional, yet she is constantly overshadowed by Ni. Vic’s attempts at closing the gap between herself and the younger prodigy usually produce more mistakes than success, aggravating the local spirits in the process. To make matters worse, her mistakes usually also earn Agnes' ire, and she'll be sent on scouting or ingredient gathering runs through "hostile" shaman-ember wolf territory (often without pants, amongst other petty punishments). Fortunately for Vic - and just-as-planned by Agnes - the local ember wolf doesn’t mind trading ‘ingredients and access’ for a little ‘access’ of his own.
Isadora is nominally counted as part of the Coven, though she is not a full member. How old she is, if Isadora is even her real name, are some of her closely guarded secrets. It’s obvious, though, that time has robbed her of much of her mana reserves and ability to work magic. As a New Mexican bruja, her Practice is different from that of the rest of the Coven's euro-pagan Practice, and she brings a unique perspective and outside knowledge that has proven to be valuable. While her magical abilities have waned, she is still a master of potion-making, and she trades her knowledge with the Coven for their assistance with gathering the ingredients and reagents she needs, along with other favors from members of the Coven.
Beth Teague moved to Silver Creek from Seattle eight years ago, another witch drawn to the power emanating from Underhill. To ensure she could work on her own projects undisturbed, she chose to join the Coven (and sign onto the town’s non-aggression pact) instead of going it alone. She participates in Coven activities as required, but rarely volunteers to provide any extra help, doing just enough to remain a member in good standing and avoid drawing attention to herself while focusing her attention and efforts on whatever is going on in the privacy of her own demesne.
Part of the Coven's power base is the cultivation of a large membership. While these are the most powerful and notable members of the Coven, there are more besides; those who have only minor magical aptitude, those whose dedication and interest don't run so deep, are not detailed here. What is important is that they all believe, and the power of their belief provides a solid foundation for the Coven's rituals.
