Kobold are Wide Spread and often lay eggs in locations other than the warren so it's not uncommon for Kobolds to run eggs from drop off locations within the city and deliver them to the precious cargo to their proper homes.

Lena doing a simple Egg Delivery, some are hers, some are not.

Kobold use a Communal Egg chamber where they're kept until they hatch and are raised in groups as brothers and sisters* in both the biblical and the familial sense.

They are raised and taught by Brood Mothers before they are tossed into the mines or wherever they're needed

About the only Kobold that have "Mothers and fathers" are the ones raised outside of the warrens who are raised by their parents if they're still alive.
