So Scourge has this punishment in which he is denied any form of satisfaction, from both his master and his fellow concubines because of his past misdeeds. This means that if his master (Sonic) tells him he can not engage with any of the Concubines for certain duration which can be days, weeks or months. So during these punishments Scourge walks around the house and if he sees any of his Concubines doing anything that turns him on he can't engage with them because if he tries to he's punishment is moved up. Once his punishment is over, he can finally engage with the other but only IF they give him their consent or approval.
Some of them don't want to give Scourge their approval unless Sonic says it ok, or if he's around of course Sonic's treasure is the hardest of them, but so is Geoffrey and he is the one Scourge wants the most after these times.
So he'll either follow Geoffrey around and pin him somewhere until he gives him his approval which is hard since Geoffrey isn't swayed too easily, in fact he enjoys seeing Scourge beg and once he reaches a point he caves and Scourge finally gets what he wants.
