I would not, but I wouldn't shout and berate them for trying to save my mom while I was failing at it. I would certainly not be happy with flawed execution of a treatment but if they did what they were taught and this flawed way is how they do it then I have failed to teach them how to do it.
She did what she was taught and the teacher hadn't guided her on how to make it well enough. Since she said, "OH, I know that one" I think it's likely that they discussed the medicine in class. So if the teacher knew she couldn't make it they should have taught her before moving on to something else or make sure she doesn't become a medicine maker but a caretaker of a different kind. Somewhere she could bloom instead of just hoping she'd pick it up and shouting when she doesn't.
But let's enjoy the comic and assume we both mean the best for struggling healthcare trainees and other healers.

Alright, grade 1 for "Good Intentions". Still, grade 6 for secretly stealing ingredients, brewing the potion and sneaking to the elder. The wrong preparation may well do even more harm. How should the teacher react differently when she catches her red-handed? Sometimes only a harsh reaction helps to prevent worse in the future.

Oh she very well could have. Not enough of one ingredient or one not prepared correctly can do a bunch of nasty things! Thou I think, while panicking may be the reason she is yelling like that, dropping all of that on a kid who is trying to help is bad. I agree with
that she is a bad instructor in this regard. Now don't get me wrong, I don't think kids should be coddled and told they are special all the time and get an award for "participating" I do think there is a point though where you need to teach and not yell and scream. If the student is wrong, teach them the right way. If they just can't grasp the concept no matter what, then do your best to steer them to a place they will excel.

I agree It was way to harsh of a reaction. However I do understand why it was harsh. She thinks that Chili may have killed the chief and this reaction is mostly from fear I think. Not that it is an excuse, just a reason.

Agreed. Chili obviously doesn't have a knack for herbalism, and yet secretly brewed something and gave it to the elder without consulting anyone. Good intentions just don't guarantee good results.
Now whether she actually poisoned him, I don't know, "foul medicine" may also be a reference to the teacher's behavior. And yes, the reaction is harsh, but quite understandable in this situation.
I think, however, that the coughing is only a reaction to the wrongly cut grass, because in the 2nd picture the facial expression of the teacher is rather pitying/concerned and no longer zorning.

Yes, Chili shouldn't have stolen the brew, but after a scolding children tend to have a need to prove themselves, especially with the little knowledge they have. She even had the nerve to berate Chili further, and if the chief does die, that cowardly teacher will most likely scapegoat her to avoid any blame, when she should have had the room better supervised when she knew she had just scolded a student. No, the blame is mostly on the teacher..who shouldn't even be one.
