Well, in the first game I believe it was Carlos Alazraqui, who was known for voicing the Taco Bell chihuahua in the 90s, Rocko from Rocko's Modern Life, Lazlo from Camp Lazlo and many others. but in the 2nd and 3rd games, he was voiced by Tom Kenny, who most know as the voice of Spongebob

Yep, Tom Kenny was brought back to voice Spyro in all three of the remakes.

Hes fought Gnasty Gnorc twice and Ripto a couple of times, so I'd say Ripto for the most part.

I'm not entirely sure since 1 I don't think its explained how he came back in Enter the Dragonfly, and some of the other games he's in I have not played.
