From all the black, would she be in mourning?  If so, then oh, deer.  Perhaps a male relative or husband?  After all, the buck stops here.

Possibly so-I know this was a common color for widows at that time. However,I think the red flowers adding a splash of color might suggest she likes the combination of red against black.

Admittedly, I'm far from being knowledgeable in this matter, but as I understand it, the period of mourning was more of a social display than personal sentiment, at least during the Victorian era.  The mourning period was subdivided into first mourning (the deepest with the longest display), second mourning, ordinary, and half-mourning, each with its own code in things like shade of black, type of cloth, and width of hatband.

If she is mourning, the flowers hint that this poor deer would probably in one of the later periods, ordinary or half-mourning.  She's socially expected to still be wearing mourning dress, but she's far enough along that she's gotten tired of it all and just wants to get on with life and liven things up a bit.  Or I'm just blabbering about things I know little about. :o

What you say is true-I know there were different stages of proper dress for grief.
