But!
In the game he seamed to be able to feel negative emotions. I believe the feeling or lack of emotions was because he played with his powers to the point of numbness.
He also knows what emotions are and remembers how they felt but he feels empty when he should feel them. it dont feel the way it used to. That's why he can in a way "fake" said emotions cause he remembers how they felt when he had full access to them.
He's basically the raw embodiment of determination (which is a SOUL trait and determination has many ways to manifest in varying situations) mixed with magic, (monsters are made of magic that comes from the power of HOPE which is basically all the positive emotions in one form) Which is why when it looks / sounds / reads like he's showing emotion its either an act or a moment of extreme situations that he is not in control of. So I believe he in fact does have emotions but lacks the understanding on how to access them.

Aaah, i haven't been into undertale lore for some time...on my part if i remember well...i was thinking he was lacking emotion because he actually doesn't have a full soul.
If a monster die, their soul shatter into dust and it never said what happen to that dust. Asriel died after coming back in the underground...on the flowers in Asgore place. And if i still remember well, the flower used for experimentation on the effect of determination on inanimate object conduct by Alphys come from there. I do believe that the flower could have absorb enough dust from his soul for it to react in contact with the injected determination and "bring him back to life" but without his feelings because that part of his soul would have been contain into the rest of the dust...inside other flowers ? ... maybe...
