If you don't know which cartoon it's from, it's The Wuzzles.I actually have no conscious memory of ever having watched this cartoon, but the fact that I resemble this character is pretty cool.
A bit of info on The Wuzzles: It, along with Adventures Of The Gummi Bears, were the first productions from Disney Television Animation. Unlike Gummi Bears though, it only lasted one season, most likely in part due the the death of Bill Scott (Moosel, but best known for Bullwinkle). It remains a well loved part of obscure pop culture, but has never really had a major resurgence.
