I sadly don't know for sure, but this kind of looks like RileyKit's style to me? I'm not entirely sure though, since RileyKit tends to use thicker lineart and more fur texture.

Awww Riley's art is cute! But it couldn't be them. Riley clearly does a LOT of babyfur art. I remember this artist needed reference pictures for diapers because they had never done diapers before, and this commission for me was their way of experimenting with new territory.
