Never victim blame... ever. I could see him going undercover too expose it. By the way one doesn't usually see him in footwear, then police society mandates it and then one doesn't want too hurt their feet!

Just noticed, this is the only image you have with him in shoes!

That is apart from him in roller skates. Though I guess he may have too out of social norms.
