No, Rataxes I wouldn't say is evil, he just tends to be stuck in his Rhino ways most of the time, but wants to do good by his family and such. He'll even have his after moments like with the baby elephant in "The Diaperman Commeth" or his little confrontation with Flora in "Mango Madness"
