That’s what they officially are in the Sonic series. There was promotional art around the Sonic Adventure era that shows Tails and Amy wearing beach wear and they have sandals.

Oh those are the old Archie comics. I never read them, so I don't think of those. Even then, I just prefer official art from the games as they feel more accurate and official while the comics are their own thing. That's just my preference though.
