This is Joker. Joker is a demented, sadistic psychopath with a circular saw for a hand. He dresses like a jester because he knows a lot of people are afraid of clowns. He wants to play 'Doctor' with you.
This character was inspired by the box-art for Chasm: The Rift. I had him when I was 8 years old, and recently resurrected him.
