Celestia was neither chosen as the one, true bearer of the Elements nor trained/ready to use them. Luna was supposed to control half of them (although we never really learned which sister represented each Element). That's why Celestia wasn't able to truly control the magic of the Elements.
I think that everyone can become a bearer of an Element IF that creature actually understands and impersonates one of the 5 Elements. However, the 6th Element is only "unlocked" to a leader or if one understands and values all of the other 5 Elements Moreover, it’s possible to actually tell the Elements what they should to like “turning the target to stone” or “erasing the evilness/corruption of the target”
Back to the “examples”: Nightmare Moon: Celestia wasn’t ready/supposed to use all 6 Elements. That’s why Nightmare Moon was banished instead of defeated and turned back to Luna. (Like an untrained person firing a gun; you aim at the head but hit the feet)
Discord: The Elements aren’t supposed to destroy a creature OR take away an important part of that creature. Tirek: Same as Discord. As long as the “magic stealing magic” is part of him, the Elements won’t take it away. IF he would have stolen that ability, he would have lost it
Sunset: She never was supposed to use all Elements AND she was “evil” during that time. So instead of becoming a bearer, she got an evil form. Btw, same with Sci-Twi who became Midnight Sparkle
Serene: I’m not sure about this example. I would go with the “the Elements don’t kill creatures” but I’m not sure about the three basic creatures. Xenomorphs are more like animals than sentient beings. The parasite is…well, a parasite and I don’t know if it had a personality. Same with the Nargacuga (never played Monster Hunter and had to google that name). So if all the parts of Serene had been mindless animals and Serene a sentient being, then the Elements could have preferred to let Serene survive instead of de-fuse her. Especially now, that the Tree of Harmony is a sentient being with an Avatar

One could almost argue that the Tree of Harmony is secretly a source of Chaos for Equestria. Granted, it's more of a balancing artifact, but with the overwhelming drive most Ponies have for Order, a lot of its actions tend towards the chaotic effects more than Orderly ones.

I will just, for simplicity reasons, assume that all here have seen the Parasyte anime. What if the parasyte Parry is actually just like Migi. It took over the tail and after eating it, it manifested and cannot consume further parts of the body. I mean, It took Parry a while to become an individual being. Migi had the luxury of the Internet but Parry had only books. So that's plausible for me. So, if The Parasyte manifested in Serene's tail and became Parry, there is only The Xenomorph and the Nargacuga. And both are clever beings by themselfs. So yeah, a harmonized Xenomorph-Nargacuga mix with a Parasyte tail is definitely a valuable asset.
