I've heard once that Hare's intelligence wasn't as essential to the group as the scenarists made it look like. And yes, in most of the scenes where Hare starts to plan, it takes him time to think of it, not to mention the group's approval, and this may seem quite ridiculous compared with other characters... But i want to believe that, somehow, Hare still has his place in the team.
