Through rape. Dragon has refused multiple times now and has no reason to say one thing but mean another. Can easily turn consensual at any point, even mid sex, but the dragon has yet to consent and until he does verbally or otherwise it’s still technically rape. Even if dragon courting is supposed to be done this way.
