After Kai Tragically died, He ended up in a place called the Digital Stream (A place where Digimon go to become Data and be used for other things. Its a little messed up but its the circle of life). However, Instead of becoming one with the Stream His Digi core was saved by the Royal Knights Crusadermon and Dynasmon and with their help, They managed to not only revive Kai but make him stronger and way more powerful than your normal Veemon

Kai sports his iconic Cyan Shorts and Red Bandanna on his neck. His Blue scales and flame like pattern on his arms and legs make him different from a regular Veemon

His sword on the other hand did not survive and was in pieces so the knights gave him a new one in the form of the Omega Calibur (Quote on Quote: The most Powerful Sword in the Digi world he is from)
