Although I was waiting to draw this in a comic reveal instead, Here it is now. uluri's slime form. Uluri is in fact a slime; A Mimicry Slime that can take on forms of other living things as long as it still keeps its basic features.

How Uluri's Shapeshifting Works: High Concentration on keeping form. Fur will still be fluffy, unless concentration is lost, like how faux fur is made of plastic fluffy even though its plastic.
How Uluri's Lightning works: RECHARGE!!! | RECHARGE MORE!!! Uluri does not inherently have lightning magic, but needs to store a source of it to cast. Uluri's Dragon form has the highest ability to store and launch lightning magics, then witch, then feral forms. Feral forms cannot direct magic, but discharges around the body.
