How was that drawn?  It's such an interesting inking; at first I thought it had just three shades but there are some in-betweens. Almost wondered if it was AI upscaled but there are details in there that don't look that way.

I'm fascinated!  It's a really striking style.

I wish I could answer that, but alas, this was a gift art and I do not know myself how this piece was made.
It is interesting nonetheless.

It was drawn by hand and he sent me the photo then I used my phone to erase the paper look then I used waifu2x to sharpen it a bit

Ah-hah!  I had wondered how it had such an interesting not-quite-HQ4x-upscaled look!   I'll have to check that out; I only recently learned of neural network image upscalers.  Obvious in retrospect that such is possible via ANNs.  I've been a fan of pixel art upscalers for a while; it's super interesting to me to find similar things.

It's a really striking look!   Lovely use of some interesting tools.
