Well, my understanding of the phrase "I'd hit that" is that it has always been merely a simplified and memetic expression of one's aesthetic appreciation. It isn't necessarily indicative that one may or may not actually give in to your base urges, but rather a way to say "hey, thank you for showing me this. I appreciate it, and look upon it rather fondly."
Also, were in I in a situation where a reptilian woman with a bosom (as inexplicable as it may be) opted to show off their bosom in a consensual and enthusiastic fashion, I'd certainly be grateful to take in the sight; might be rude not to.
