looking at this map, it looks like the empire is better situated with supplies needed to sustain a military compaign - it has the mountains, the mines, thus the metal and the coal for sophisticated war machines.

The mice kingdom on the other hand still controls vast areas of fertile crop land, needed to supply a large population but also a vast army. As thus the empire's biggest concern might be to feed its population (although the snakes can likely be fed with captured enemies as long as the war is ongoing)
it might even be advantageous to keep the war at a stalemate to breed enough "enemy" mice to feed the snake population, and avoid having to feed them with loyal converted troops.

nevertheless, my next move would be an advance to the south-west.

wide, open prairies of seemingly little strategic value, and most importantly no easy way for the mouse empire to intervene or defend, it can probably be taken with limited investment of resources and limited resistance. a good opportunity to have an ambitious underling or converted mouse prove himself. Then I would send captive mice there for forced labor to make the swamps fertile and increase the food supply.

when this is established, a major attack can be started at the mice heartland - turning the war into a siege. burn down the fertile land, leave nothing but scorched earth and looted villages, while avoiding major battles when outside of fortified places.
it only takes a day to ruin a years harvest, but another year to regrow. short but effective sorties will dwindle the mice's supplies ruin their morale and eventually weaken their armies with famine and desease.

when their army falters, force larger and larger battles, force them back into their cities and fortresses with the troops of the empire, outlaws and dark creatures making travel between their cities impossible

speed up their demise by flinging their own rotten corpses and plague infected prisoners over their walls, have death, hunger and pestilence be your allies to break all resistance.

wait until early spring, the winter will give them the rest. when the first flowers come up through the fertile ashes and the thawing snow, bringing a glimpse of hope to the survivors, troops of the empire will seize the weakened cities. The remaining survivors are strong, they will make and breed good slaves for the mines and the mills in the west.

the (southern half of the) world will be ours!

once that point is reached, we can turn the army around and face back north.  after all, an army needs something to fight, and with all that experience we should be at a much better position to defeat and enslave our former demon allies than mousetopia  ever was >:>>>

If you will let me, scorched earth is a terrible tactic as it creates guerrilla force because when you go through the villages there will be civilians who are good with weapons and trained to be undetected who are not in the village aka hunters, who will target your supply lines to get back at you. When you burn fields you create hungry mouths who will target the convoys carrying food to your troops.

If you occupy and defend villages, rather than loot and raise, you gain a point where a supply line can start and a place for your troops to relax. A looted village is a point your supply line can be cut if your not careful.

My only other criticism is don't use diseased prisoners and corpses in a siege, they are far more effective against the attacker than the defender unless you hit a well. Every single person who handles the prisoner, two guards, three siege engineers and anyone else, is now potentially infected and the next day that could be everyone in a section of the camp while in the city the corpse will be handled by people who aren't useful in a fight, probably by someone who is trained to manage disease and bodies or if the military deals with it, it's probably ending up in your camp because who notices the new chef put odd meat in the stew.

Obviously, scorched earth is not to be applied to lands that our own troops need to go through right now. It's a viable tactics for lands that are vital for the enemies supplies and too deep in to control permanently or effectively.

Even better than letting our regular troops raid villages and burn harvests is to pay criminals and mercenaries to do so on the enemies lands. At best they succeed and deal a critical blow to the enemies supply line, at worst they force my enemy to take troops from the frontline and deploy them in the hinterland to protect the villages and grain silos from looting and sabotage.

This can be achieved with minimal effort. A small group of brigands can attack unprotected villages and infrastructure as targets of opportunity with far less effort than it takes the enemy army to protect them all.

This can be combined with controlled spreading of rumors and misinformation, having the population suspect each other and their neighbors as spies and working for the enemy (us). Creating a climate of mistrust and suspicion, which will eventually turn to fear an oppression. Best case, our agents burn down a grain silo or collapse a bridge, then arrange it that the enemy arrests and tortures random people of its own population out of suspicion of working for us >:>>>

Letting "regular" troops pillage and burn villages on their way through, I have to agree, is a bad idea. It's much better if they are seen as saviors returning order and safety that was darely lacking.

Regarding biological warfare, obviously this isn't done by regular troops either but by highly trained specialists who know what they are doing. Obviously we don't want infected corpses in our regular military camp. Let the black company do that kind of things, they shelter separate from the main army (for good reason) and they know what they are doing.
