I'm gonna assume what you're referring to isn't "retarded", but "airheaded", "ditzy" or "naive". Retarded would usually refer to someone who has some kind of mental disability to the point where they're incapable of taking care of themselves without some kind of assistance or caretaker. I've never really seen Leggy depicted that way, and the (rather lovely) drawings you have here don't seem to depict her that way either.

No I mean retarded. All the other leggy is random ideas or other series. This set with her wearing this specific outfit is a new series. And Leggy has no personality so shes fun to do whatever with. This version is adorably disabled in several ways. Can not read or write much, can not talk at all, is sensitive to temperatures, loves pickled foods, gets confused very easily.
