We call it a handguard. It gives you a place to put your hands without getting burned by a hot barrel, as well as to mount sights and accessories like foregrips, bipods, lights, and lasers. This particular one is from Salient Arms, and has an integrated muzzle device. The actual barrel is inside, and stops short of the full length.
