Also a knife is a very shitty self-defence weapon.
It requires you to be within melee range, and using a melee weapon effectively takes training and practice. Additionally, while a knife is certainly a deadly weapon, they rarely immediately incapacitate; meaning a determined assailant will likely still be able to seriously injure you before they're incapacitated - or even worse, they could take the knife from you and stab you with it instead. Of any method of defending myself, carrying a knife would probably be my last choice.
The old adage about knife fights; "The loser of a knife fight dies at the scene. The winner of a knife fight dies in the ambulance on the way to the hospital." Basically the golden rule of a knife fight is to not get in to a knife fight.
Aside from all of that, she also brings up an excellent point in the last panel. Some people really just don't have it in them, at least not right away. I've heard a lot of stories of people buying a gun "to scare them off" and even more people thinking "Well I can just shoot them in the leg and it'll be fine, right?" Aside from the issues of introducing a weapon to a situation purely for the other person to potentially use it against you instead, a lot of people are just really averse to hurting someone else even if it's to save themselves from getting hurt or killed instead. And even people who think they do have it in them end up freezing if the situation actually arises if they never trained for it or anything.
