if you're going to have the shorts under the skirt, i'd suggest making the leg sections a little shorter, or make the skirt a bit shorter...seems like overkill right now to have both on her. it'd likely look better if it was more of a "shorts are there to keep folk from peeping up her skirt" or "skirt is entirely ornamental, doesn't need to actually do anything"

Is the skirt two layers? If so, maybe make the black bits slightly shorter, and have thr orange ones come to a slight point where they extend down past the black.
