Heh, I meant to look that up before I posted this. However, looking it up right now, I think it fits even more. From Dictionary.com: "to speak disparagingly of; denounce as faulty or worthless; express censure of: She decried the lack of support for the arts in this country." Synonyms include condemn, disparage, and minimize.
Either way, yes, I did mean decree.
