the collars were a stupid metaphor. a visual representation of prey's fears in the movie. shock collars were supposed to give prey a false sense of security perhaps. again....a very empty premise once you think about it.
as for who controlled it, i guess city hall....or cops...again, it was a very bad resource, a terrible story point, and a bad idea luckily they changed. and no, it was not "dark and gritty" it was stupid. for the same point you present. WHO CONTROLS THEM? who can be trustworthy enough to literally have a finger over the kill switch of many citizens? that's what a terrorist would do, it makes more sense on suicide squad than on zootopia.
