Commander Tacki thought that Horatio's threats of a public time-out was just a bluff, but at the sound of a wolf whimpering, he started to reconsider. Horatio was in his full uniform (which for him was only the top of it, since his fur and size made pants not a good plan) and was dragging his adoptive "daughter" the princess wolf Loupy, by the ear, likely from their common quarter to Tacki's.
"Commander Tacki, it is time for your punishment. Will you comply?" boomed the older (now) canine.
The dragon gulped and decided to not throw down with the massive dog and nodded. Soon striped of his rank (by the way of getting down to just a diaper, as fitting for nakie Tacki), the dragon was led by the St Bernard to the corner he would spend the next hour looking at. Since he didn't made any attempt to resist, he wasn't dragged by the ear like his poor wolf accomplice, even if Loupy was here only because he let the dragon have some sip of booze.
The two little cubs then spent one hour looking at a corner, a reminder of the unflinching paw of the medical corp, a warning for everyone who would want to cross them. Something the mechtech Snow the bear noted : he wasn't going to get in any trouble in the future because he didn't wanted to end like them.
At the end of the punishment, the nurse whispered to the dragon's ears. "Your new commander uniform is nearly done, with fake buttons and everything, including snaps for easier diaper changes." before picking up his princess to feed her her breakfast, carrying her on his shoulder like a bag, showing his diaper to everyone.
