But just because he's an antagonist doesn't mean he's a villain...People on land have been dumping sewage and trash into the sea for centuries, making Sovereign and his people sick. As king of the Aquarian Alliance, Sovereign tried negotiating with world leaders, but they all ignored his pleas. Sovereign now resorts to violence to protect his people. His underlings kidnap children from the land and brainwash them into his soldiers, then he sends them to attack the land nations.
Depending on who you ask, he's either Hitler or Jesus.
