Because it had to be done and image searches said it hadn't yet.
Since the picture refers to a law that tightens copyright protection, it just makes sense to have as lax of a copyright license as I feel comfortable with. The non-commercial part just means I don't want anybody putting it on merchandise without permission. Commercial websites may use it without asking, that's fine.
