Nope. From what I can tell, she is filing her horn with a file. That is why it is up in the air, looking as if she is going to throw it. Most girls spend a little extra time filing their nails, she apparently files her horns too.
Reminds me of Hell Boy in the movies, when seeing him filing his horns at times. Though he used something much more industrial for use on his horns.
