Took me a long time to think of this, and I apologize.
While Cyralon had more or less washed his hands of the Adventure Bay he had 'hired' the Poppy Pack from, Poppy came across some of Rochelle's logs among her junkyard she calls her workshop. In it, she watched the Paw Patrol fight against a puppy with dreams of becoming a queen of her own nation, Sweetie. Poppy was surprised to learn someone with a name that cute could more or less run a double life as a master spy and infiltrator; Master Cyralon had Lorelei to kill targets unseen, but not someone good at getting in, grabbing a item of desire and slipping out unnoticed. She was cute as well, but a bit... Spoiled.
Poppy knew the Master needed to have her in his service. Slipping out, she returned to the world of the Poppy Pack, and it didn't take long to find Sweetie; or charm her with promises her Master could give her the throne she craved so much. Of course, Poppy never said WHICH throne she would have... All she needed to do was play off of Sweetie's ego and tell her exactly what she wanted to hear to lull her into a trance...
