Although the contestants are usually many, there's some years there's not enough to make the Battle Royale interesting, which is why the organisation behind it hire some head hunters to acquire more volunteers, willingly or not.
This Ratata, as an example, is one of them, getting a lot of money in exchange when he "refer" new contestants. He had his eyes on a particular Meowth, which he knew for years, but hated him. Although it's been years he haven't saw him, he managed to find him and approach him in a friendly manner, which the Meowth easily fell for the trap, as naive as he was. When the time came, the Ratata quickly attacked him and put him to sleep with a rag filled with chloroform. After being knocked out cold, the Ratata didn't waste any time and delivered to the organisation.
He knew that the Meowth will not last long in the Battle Royale, but as long he got his revenge and money at the end, he is quite happy.
