Koop was not expecting someone else to set up shop right next to him nor was he expecting this new person to act so cocky, but the snail merchant was declaring he'd be able to to sell his wares faster than Koop could. Of course Koop was more or less confused because he was just selling stuff to both help others and to get caps for it.
