This is a concept for a contest on dA. It's supposed to be for a t-shirt design so no real background. I wanted to make the car look futuristic and a bit demented looking. I think I got that. I'm not so sure about the foreshortening on the side of the car. Need to slip in some lines so it looks like there's a separate hood and add a hood ornament too. I may ditch the text and put in motion lines or a contrail.

It's somewhat what you described. It's supposed to change shape, though the Doctor's TARDIS is kind of broken so it's stuck as a police box. In other words the box has become its iconic external appearance so they've kept it in the series for ages. Inside it's a complicated semi-living thing with a time vortex in the middle. It's really a character in the series, not just a vehicle.
