The dragon is Masotan from Dragon Pilot. I doubt anyone has seen him that wasn't just a single image somewhere you didn't click on.

The title has a double meaning, it explains what has caught Masotan's eye enough to catch it. But it also means the likely fate he will suffer too in being recognised. This usually happens to popular cartoons after like 10 – 20 years, but this anime came out in late 2018 and to my knowledge has a pretty much non-existent fanbase. You can’t make a fandom on slice of life without any real action or character development, so I’m not really surprised.
