While William is a hybrid of Snivy and latios, Booster here, is a hybrid of a Gardevoir and Latias. Though, because of her blue color, it can be easily mistaken that she is a female latios. that's not true though, she's actually blue because she takes after the blue coloring of her genetic father, who was a latios himself, And her mother, a shiny gardevoir. as shiny gardevoir are also blue. this resulted in her being a blue latias with a few extra gardevoir style details.
due to events causing the world she was created in to collapse, she was sent through a portal created by her mother to protect her, sending her to another world on her own. With no family, no history, and total Anonymity, the young Lativoir took advantage of her unique abilities, as she was originally designed to combat the threat that had doomed her old world in the first place. She took the role of a super hero, modeled after the comics she would read when they were discarded on the city streets near the vendors. Taking the name Psycho Booster, named after one of the more powerful psychic type attacks.
