I very barely remember this series (actually titled "Wake Rattle and Roll"), which started out in syndication but quickly moved to the Disney Channel with a different name. It was pretty much as low budget as this drawing suggests, with the robot sidekick built from old AV equipment and R.J. Williams sporting the hippest fashions K-Mart had to offer. (Seriously, they're listed in the credits. I went back to watch a little of this on YouTube.) Sandwiched between the live action segments are cartoons, including the wacky hijinx of the pets of movie monsters and Wacky Races with the serial number filed off. It was very much in the same vein as the Super Mario Bros. Super Show, or about a zillion other kids' shows that combined live action scenes with cheap cartoons.
You have to feel sorry for R.J. Williams, who was pretty respectable on TaleSpin but has a pair of front teeth you could use to open a soup can and is dumb enough to mistake a rock for a turtle. If he were any more of a bimbo, he'd be selling loaves of bread in Mexico.
