Is he over 148cm and 36kg (where I live)? I've seen just about every standard there is, all are different, some medical based, others age and some random. But yeah, most are at that height by then. One other standard I read is either 148cm or 11 years old, whatever is first, I guess by then build is a factor. (did my homework having nothing else too do!)
