I fanon that the two are old lovers, that Elmer loves his drag-queens, and Bugs hits the wigs not only to please his man but so they can actually do deep-cover love scenes on-camera, however comedic. Re-watch 'What's Opera Doc' and pay close attention to the 'Return My Love' sequence. They ain't actin', boy.

Thank you for this correction. But things like the Little Bo Peep gag from 'Super Rabbit', the bra gag from 'Corny Concerto', the lamp gag from the 'Hair Raising Hare' aren't really drag, and nor is his timeless turn in that picture imitating a manicurist. Those are one-off jokes (the bra gag being just an excuse to end the Vienna Woods sequence on a campy note). The Beaky Buzzard one was another example of campy acting so brief that the 'drag look' melts away as soon as Beaky blushes and turns his head.
But yeah, Bugs does go the skirts an awful lot during the Golden Age.

That said, you are right that it is most often and most memorable with Fudd, but that's in part due to him being the one most often chasing after Bugs, where the others are often one off enemies rarely, if ever, seen again. Although the recent Looney Tunes Show had a few cases as well, including one in the movie 'Rabbits Run' where Lola pointed out that he could have dressed as a male flight attendant (as she had, funny enough) and his only reason was that he likes "The height the heels give" him (The show also had a time or two of Daffy doing the same to surprisingly lovely effect, but that's for another pic).

Well honestly, in later incarnations it's less obvious. The one in the Back in Action movie (The Marilyn Monroe) and the instances in the Looney Tunes Show (Examples One, Two, Three and Four) are decent enough that, in world, I can see how folks can miss it. Heck, I feel like a missed chance would have been for there to actually be a female doppelganger for Bugs that confused people when they thought it was him.
