Not voting at all is better than an uninformed or misinformed vote. If you really haven't done your research or think the options are crap, you're not required to vote for anyone. There's a reason why you have the option to NOT fill in a circle or vote for no one.

Honestly, it could be either. There's not enough context. Not caring enough to vote is one thing, but then they don't have the right to bitch about whatever is going on. On the other hand, if one person is like an increasing number of people that realize that a two-party system is really just lose-lose for the common people and has actually done their research on the subject, why should you punish them? Even if you disagree, it's not an excuse to guilt and/or even harm (in more extreme cases) those with different views from you.
