Maybe they can't have babies, but I think they can enjoy the sex.I mean, yeah, they are babies, but every animal (or pokémon, in this case) have sexual instincts since they were born.
Also, it is not clear if pokémon have something like puberty or if just the baby pokémon has sex for the first time and that already enables them to mate when they evolve.

I suppose not but I always assumed they didnt develop genetalia till adulthood
