Technically, it's a different character. In the Archie Comics, Rosie the Rascal is the 'Nega Amy'; the evil, twisted version that has a deep hatred for Sonic, rather than a rose-slathered desire. She looks like the Sonic CD Amy, to show that Amy Rose is very different to Rosie. Clever work by the writers, just a pity Ken Penders had to destroy it all!!

To my understanding, there is no official Sega provided explanation or statement that both are different characters. While I wasn't aware of the 'Nega Amy' take, I do recall another comic from Archie basically chalking it up to the effects of a magic ring of some sort, but as the whole comic line is gone now, what status it did have is now null and void.

I read somewhere that the design change was due to her finding a ring of power and wishing herself older so sonic would pay attention to her (in the comics) it was I think like a mini arc or something. I can't remember the full story behind it, but it had been hinted at in the comics at some point, just not delved into.

It was just before the "Sonic Adventure" story arc and they wanted Amy to match the new look she had in the games. So the games just changed her look, Archie were then told to change her to match.
But then the comics also describe her as 16 years old after the change so it was a bit erratic.

I think it was just a physical change though, it didn't effect her mentally. So in the comics she still is like, 12 mentally instead of 16. And by design change, I was actually referencing what you just described (though I forgot to detail this in my original comment lol).
All the logic is so messed up or missing so many chunks that at this rate you just kind of have to rewrite her entire story xD

Oh yea, I guess maybe when in the IDW comics Amy is referred to as 'grown' it's to cancel out the idea she is mentally much younger.
But who knows! I agree you pretty much could rewrite it. I think her history in the comics is a write off now anyway since they did the Genesis wave, so she has no family or alternative look.

I pretty much, when writing anything with her in it, just go with what fits for the story line since she has no solid back story other than being a cousin to Rob O' the Hedge LOL

There is a "facts about" page at the end of one of the comics that states she's 16, though yes she was 12. That's what I mean by it being erratic.
Also Sonic was in space, to him a short while but a year passed on Mobius, so she would have been 13, it just wasn't an important topic. But again that was pre-Genesis wave so its all written off now

Actually, Amy's first ever appearance was in the Sonic The Hedgehog Shogakugan manga. In that manga, she was Nicky's (aka Sonic) girlfriend.
Charmy also had a drastically different appearance in that manga before his game debut in Knuckles Chaotix.
Amy (or Emi) started off as a brown hedgehog, who looked like a cheerleader. Later, she gained her iconic pink hedgehog appearance in that manga. Also, Sonic's little sister Anita looked up to Amy as a sort of an older sister.
The Shogakugan manga came out a year or so before Sonic CD.

Speaking of Anita, I recall one of the CoroCoro manga (the black and white ones where Amy and Charmy actually looked like their game counterparts) where she was kidnapped by Eggman... and then started to make demands or else she'd stop being his hostage, very much like a certain girl from a certain Sonic Original Video Animation did.
Anyway, Amy's redesign from Classic to Modern was just to update her appearance, much like with other characters like Egmman or the Chaotix, and apparently with the intention of making her look cuter and more femenine by "softening" certain facial characteristics like how her nose is shorter to achieve that effect, or the shape of her eyes which are wider than Sonic's to look less angry/aggressive as well as making her display much more confidence and determination than Classic Amy, whose eye shape made her look more tame, similar to Tails. Personally, I like both versions since each has it's own thing, like how modern is more soft and femenine while classic is vibrant with a color palette that has as much color as the rainbow. XD

Really they just redesigned all of the characters, though Amy's redesign was more dramatic than that of Sonic, Tails, or Knuckles. You could always headcanon that she redid her spines and shaved the back spines as she got older ;)
