Because it's part of a upcoming comic where Sally and the Freedom fighters get de-evolved into the animals from the games (Sonic 1 and 2) that there based on, by this point Sally has been restore half way due to the 6 they found on South Island (Sonic 1)

which is why she's much smaller here, about Tails size, on Westside Island (Sonic 2) Sonic is trying to the 7 other chaos emeralds hopping this will fix it. will be uploading the comic soon.
