This is a parody on the See n' Say toy. The toy features a lever that, when pulled, spins an arrow that, when landing on a space, says 'The ___ says...' (the ___ being whatever animal the arrow is pointing at) followed by the sound the animal usually makes.

Here we have a young D. Dan in the mid to late 1980s playing with one. He is looking at the toy after pulling its lever withe the arrow spinning then stopping. Instead of the usual animal, it instead lands on a human with the toy saying 'The Human Says...' . LOL. ^\/^.
