This is a picture of Lord Cooler from the Dragon Ball Z series. He showed up in two movies, Cooler's Revenge, The Return of Cooler and Plan to Eradicate the Super Saiyans (as a ghost warrior). As well, he appeared in a Dragonball GT episode where he and other past villains escape from hell in the Super 17 saga, the third saga of Dragon Ball Gt from episodes 41 - 47

Thought the design of Cooler's armor is inaccurate, (seeing as though I drew it from memory of his looks), I reedited as best as I could after seeing an online picture of him. Though still inaccurate, it still looks cool, lol, and I'll simply put it off as an alternate costume look for him. ^\/^.
