The space ninja Alien Baltan is a race who's able to use illusions, trickery, some transformations, and having some mental abilities.
There's also the ability to grow giant size that I forgot to mention in the entries of the previous aliens. They can also shoot energy beams from their claws.
Being the second opponent of Ultraman, Alien Baltan have appeared several times, even in the original series (though they're clearly separate entities).
Their goal is to make Earth their new home no matter what the current inhabitants has to say and seemingly refuses to co-operate even though the Science team says it would be for the best.
An Alien Baltan in the anime The Ultraman (one of Sunrise's first anime) so did one decide to defeat Ultraman Joneus by taking pictures of him when he changes back to his human host. His plans to reveal the secret to everyone failed though and was defeated by Joneus.
They appear in the American made Ultraman Powered (The Greatest Hero) where they got a slightly different design. One appeared in the first episode as an opponent of Ultraman, but after that one was defeated so did they decide not to attack directly and instead sent some of the monsters that this Ultraman faced. The finale of that series had Ultraman face off against an upgraded Baltan called the Psycho Baltan.
One appeared in the Ultraman Cosmos movie where it only attacked earth because he didn't see another way as he's the only adult survivor of a war the Baltans were in and has to find a new home for all the 100 children he takes care of. One of the childrens even helps out Cosmos and his allies in stopping the adult from destroying Earth.
While some compares Alien Baltan to the Daleks of Doctor Who so doesn't it seem like Tsubaraya Productions are forced by law to put them at least once in every series. They may make some kind of cameo appearance, but I haven't really seen them have a big role in any of the modern Ultraman series.
They are pretty cool though.
