had a similar idea myself (before they made marshall a half medic and added air and sea patrol with the further physics bearing equipment)

where the pups encounter another Team thats older and more numerous then theirs...

the twist was its wasn't all dogs.

Otter for sea rescue
Hawk for air rescue
Raccoon as mechanic/repair/ infiltrate
Cat as medic
