It's no secret that a Philosopher's Stone takes a massive amount of souls to create.
The stone within Chris wasn't created using ENTIRE souls either. Nobody died so it could be made. Instead his was created using only bits and pieces, meaning it took all the more sacrifices to be made in order to give it the same amount of power a stone created using peoples entire beings would have.
This is also why he uses it as little as possible. Any amount of energy taken from the stone could erase various souls in the blink of an eye, so it's an incredible risk for him and the beings within which further shows just how extraordinary it is when its power is used.
It also goes to show how in-tune he is with everyone inside the stone. In the three year span he's put in the effort to bond with every soul inside of it, and he's still barely scratched the surface. It's this effort combined with his personality that keeps them at peace, even the ones he hasn't had a chance to bond with. If you know you have someone willing to listen, willing to sit with you no matter the number around you, sometimes that's all you need to be at peace.
